GTE Certification and National Qualifications
United Rafting’s Guide Training & Education (GTE) system provides an international framework for the assessment and certification of rafting guides, instructors and other river professionals against defined GTE technical standards.
An international assessment and certification system.
A GTE certification records that an individual has been assessed against the applicable GTE requirements and has demonstrated the competencies required for the relevant certification level. It is therefore an international technical certification based on assessment.
A GTE certification is not, by itself, a national professional qualification, professional licence or authorization to practise where national law requires such a qualification, licence or authorization.
United Rafting does not claim authority to determine national professional qualifications or to issue licences that fall within the jurisdiction of national public authorities, National Federations or other bodies legally entrusted with that function. Where a country requires a national qualification or licence to work as a rafting guide, instructor or other river professional, that status can only be granted or recognized by the body competent under the applicable national legal framework.
GTE certification is intended to harmonize technical standards internationally, provide a common system for assessing competence and facilitate recognition of skills across borders. Unless otherwise expressly recognized under the applicable national framework, however, it does not confer a legal right to professional practice and does not replace requirements arising from national labour, professional, liability or insurance law.
Coordination with National Federations.
The GTE system operates in coordination with United Rafting National Federations so that international certification activities can coexist with national legal and sporting frameworks.
As a general rule, where a United Rafting National Federation is present, a certified GTE Instructor is authorized under the GTE system to deliver GTE certification workshops and assessments within that territory.
Before organizing a GTE activity, the Instructor must notify the relevant National Federation of the intended workshop in accordance with the applicable GTE procedures.
The list of National Federation contact addresses for workshop notifications is available here.
A National Federation may oppose the organization of a GTE workshop by an individual Instructor within its territory only where:
- a legal conflict exists, including where national legislation or regulations reserve the relevant training, assessment, certification or licensing activity to designated sporting, governmental or other competent bodies;
- the National Federation elects to manage GTE workshop and programme directly within its territory, provided that its national system has been validated and remain fully compliant with United Rafting GTE standards, procedures and technical requirements.
National management of GTE activities does not remove those activities from the GTE system. United Rafting retains full authority to monitor and oversee compliance with GTE standards and to ensure the integrity and consistency of the international certification framework.
Countries without a National Federation.
Where no recognized United Rafting National Federation exists, certified GTE Instructors may organize and deliver GTE certification workshops and assessments independently, subject to the applicable GTE procedures and to any mandatory requirements imposed by national law.
The absence of a National Federation does not exempt an Instructor or participant from compliance with local law. A GTE certification issued following such an assessment remains an international United Rafting certification and does not become a national professional qualification or licence unless the competent national authority expressly recognizes it as such.
